Federalist

Federalist

The term federalist can refer to different ideologies, depending on the locale. It usually has a link, close or not, to the concept of a federation.
- In Europe a federalist is sometimes a proponent of:
  - Greater regional autonomy within a country (especially in states such as Switzerland and Belgium).
  - Greater integration, centralisation or supranationalism within the European Union.
- In Quebec, a federalist, in regard to the future of the Quebec people and the National Question, defends the concept of Quebec remaining within Canada, while either keeping the status quo or pursuing greater autonomy and national recognition for Quebec within the Canadian federation. This ideology is opposed to Quebec sovereigntism, proponent of Quebec independence, most often (but not for all followers) along with an economic union with Canada similar to the European Union.
- In Canada as a whole, a federalist is one who generally supports the centralisation of power in the federal government, rather than the distribution of power amongst the provinces.
- In the United States the term federalist usually applies to a member of one of three groups:
  - Historically:
    - Statesmen and public figures supporting ratification of the proposed Constitution of the United States between 1787 and 1789. The Federalist Papers are documents associated with their movement.
    - Statesmen and public figures supporting the administrations of Presidents George Washington (17891797) and John Adams (17971801). Especially in the later years they are also called the Federalist Party.
  - In contemporary usage, advocates of the principle of allowing greater regional autonomy within the United States — usually by allowing individual states to set their own agendas and determine the handling of issues, rather than trying to impose a 'national' solution. Usually federalism is proposed as a solution to issues that may have strong support in some parts of the country and strong opposition in other parts, for example: restrictions on abortion, gay marriage, euthanasia, medicinal use of cannabis, gun rights and restrictions on property rights.
    - The Federalist Society for Law & Public Policy Studies is an organization of conservative and libertarian lawyers and others dedicated to debate of these principles. Category:Federalism

Ideology

An ideology is a collection of ideas. The word ideology was coined by Count Destutt de Tracy in the late 18th century to define a "science of ideas." An ideology can be thought of as a comprehensive vision, as a way of looking at things (compare Weltanschauung), as in common sense (see Ideology in everyday society) and several philosophical tendencies (see Political ideologies), or a set of ideas proposed by the dominant class of a society to all members of this society (for the Marxist definition of ideology - see Ideology as an instrument of social reproduction).

Ideology in everyday society

Every society has an ideology that forms the basis of the "public opinion" or common sense, a basis that usually remains invisible to most people within the society. This dominant ideology appears as "neutral", while all others that differ from the norm are often seen as radical, no matter what the actual vision may be. The philosopher Michel Foucault wrote about this concept of apparent ideological neutrality. Organisations that strive for power influence the ideology of a society to become what they want it to be. Political organisations (governments included) and other groups (e.g. lobbyists) try to influence people by broadcasting their opinions, which is the reason why so often many people in a society seem to "think alike". When most people in a society think alike about certain matters, or even forget that there are alternatives to the current state of affairs, we arrive at the concept of Hegemony, about which the philosopher Antonio Gramsci wrote. The much smaller scale concept of groupthink also owes something to his work. Modern linguists study the mechanism of conceptual metaphor, by which this 'thinking alike' is thought to be transmitted. There are many different kinds of ideology: political, social, epistemological, ethical, and so on. Meta-ideology is the study of the structure, form, and manifestation of ideologies. Meta-ideology posits that ideology is a system of ideas and thoughts bound by an internal logic and a few basic assumptions about reality that have no real factual basis, but are arbitrary choices that serve as the seed around which ideologies grow. According to this train of thought, ideologies are neither right nor wrong, but only a relativistic intellectual strategy for categorizing the world.

Political ideologies

In social studies, a political ideology is a certain ethical, set of ideals, principles, doctrines, myths or symbols of a social movement, institution, class, or large group that explain how society should work, and offer some political and cultural blueprint for a certain social order. A political ideology largely concerns itself with how to allocate power and to what ends it should be used. It can be a construct of political thought, often defining political parties and their policy. Studies of the concept of ideology itself (rather than specific ideologies) have been carried out under the name of systematic ideology. Political ideologies regard policies of many different aspects of a society, the most central of which are: economy, education, criminal law, management of criminals, minors, animals, environment, immigration, eugenics, race, use of the military, forced nationalism, forced religion

Epistemological ideologies

Even when the challenging of existing beliefs is encouraged, as in science, the dominant paradigm or mindset can prevent certain challenges, theories or experiments from being advanced. The philosophy of science mostly concerns itself with reducing the impact of these prior ideologies so that science can proceed with its primary task, which is (according to science) to create knowledge. There are critics who view science as an ideology in itself, or being an effective ideology, called scientism. Some scientists respond that, while the scientific method is itself an ideology, as it is a collection of ideas, there is nothing particularly wrong or bad about it. Other critics point out that while science itself is not a misleading ideology, there are some fields of study within science that are misleading. Two examples discussed here are in the fields of ecology and economics. A special case of science adopted as ideology is that of ecology, which studies the relationships between living things on Earth. Perceptual psychologist J. J. Gibson believed that human perception of ecological relationships was the basis of self-awareness and cognition itself. Linguist George Lakoff has proposed a cognitive science of mathematics wherein even the most fundamental ideas of arithmetic would be seen as consequences or products of human perception - which is itself necessarily evolved within an ecology. Deep ecology and the modern ecology movement (and, to a lesser degree, Green parties) appear to have adopted ecological sciences as a positive ideology. Some accuse ecological economics of likewise turning scientific theory into political economy, although theses in that science can often be tested. The modern practice of green economics fuses both approaches and seems to be part science, part ideology. This is far from the only theory of economics to be raised to ideology status - some notable economically-based ideologies include mercantilism, social darwinism, communism, laissez-faire economics, and "free trade". There are also current theories of safe trade and fair trade which can be seen as ideologies.

History of the concept of ideology

Perhaps the most accessible source for the original meaning of "ideology" is Hippolyte Taine's work on the Ancien Regime (first volume of "Origins of Contemporary France"). He describes ideology as rather like teaching philosophy by the Socratic method, but without extending the vocabulary beyond what the general reader already possessed, and without the examples from observation which practical science would require. Taine identifies it not just with Destutt de Tracy, but with his milieu, and includes Condillac as one of its precursors. The word "ideology" was coined long before the Russians coined "intelligentsia", or before the adjective "intellectual" referred to a sort of person (a substantive). Thus these words were not around when the hard-headed, driven Napoleon Bonaparte took the word "ideologues" to ridicule his intellectual opponents.

Ideology as an instrument of social reproduction

Karl Marx proposed a base/superstructure model of society. The base refers to the means of production of society. The superstructure is formed on top of the base, and comprises that society's ideology, as well as its legal system, political system, and religions. For Marx, the base determines the superstructure. Because the ruling class controls the society's means of production, the superstructure of society, including its ideology, will be determined according to what is in the ruling class's best interests. Critics of the Marxist approach feel that it attributes too much importance to economic factors in influencing society. The ideologies of the dominant class of a society are proposed to all members of that society in order to make the ruling class' interests appear to be the interests of all. György Lukács describes this as a projection of the class consciousness of the ruling class, while Antonio Gramsci advances the theory of cultural hegemony to explain why people in the working-class can have a false conception of their own interests. Louis Althusser proposed that ideology makes use of a special type of discourse: the lacunar discourse. A number of propositions, which are never untrue, suggest a number of other propositions, which are. In this way, the essence of the lacunar discourse is what is not told (but is suggested). For example, the statement 'All are equal before the law', which is a theory behind current legal systems, suggests that all people may be of equal worth or have equal 'opportunities'. This is not true, because the concept of private property over the means of production results in some people being able to own more (much more) than others, and their property brings power and influence (the rich can afford better lawyers, among other things, and this puts in question the principle of equality before the law). The dominant forms of ideology in capitalism are (in chronological order): #classical liberalism #social democracy #neo-liberalism and they correspond to the stages of development of capitalism: #extensive stage #intensive stage #contemporary capitalism (or late capitalism, or current crisis) Other dominant forms of capitalist ideology such as social darwinism cannot be related to a specific phase. The Marxist view of ideology as an instrument of social reproduction has been an important touchstone for the sociology of knowledge and theorists such as Karl Mannheim, Daniel Bell and Jürgen Habermas amongst many others.

Feminism as critique of ideology

Naturalizing socially constructed patterns of behavior has always been an important mechanism in the production and reproduction of ideologies. :This article is about the continent. For other meanings, see Europe (disambiguation). Europe is geologically and geographically a peninsula or subcontinent, forming the westernmost part of Eurasia. It is conventionally considered a continent, which, in this case, is more of a cultural distinction than a geographic one. It is bounded to the north by the Arctic Ocean, to the west by the Atlantic Ocean and to the south by the Mediterranean and Black Seas and the Caucasus. Europe's boundary to the east is vague, but has traditionally been given as the Ural Mountains and Caspian Sea to the southeast: the Urals are considered by most to be a geographical and tectonic landmark separating Asia from Europe. :See also Continent, Bicontinental country, and Table of European territories and regions. Etymology

Africa.]] In Greek mythology, Europa was a Phoenician princess who was abducted by Zeus in bull form and taken to the island of Crete, where she gave birth to Minos. For Homer, Europé (Greek: Ευρωπη; see also List of traditional Greek place names) was a mythological queen of Crete, not a geographical designation. Later Europa stood for mainland Greece, and by 500 BC its meaning had been extended to lands to the north. The Greek term Europe has been derived from Greek words meaning broad (eurys) and face (ops) -- broad having been an epitheton of Earth herself in the reconstructed Proto-Indo-European religion; see Prithvi (Plataia). A minority, however, suggest this Greek popular etymology is really based on a Semitic word such as the Akkadian erebu meaning "sunset" (see also Erebus). From the Middle Eastern vantagepoint, the sun does set over Europe, the lands to the west. Likewise, Asia is sometimes thought to have derived from the Akkadian word asu, meaning "sunrise", and is the land to the east from a Mesopotamian perspective.

History

Europe has a long history of cultural and economic achievement, starting as far back as the Palaeolithic, although this is true for the rest of the Old World as well. The recent discovery at Monte Poggiolo, Italy, of thousands of hand-shaped stones, tentatively carbon-dated to 800,000 years ago, may prove to be of particular importance. The origins of Western democratic and individualistic culture are often attributed to Ancient Greece, though numerous other distinct influences, in particular Christianity, can also be credited with the spread of concepts like egalitarianism and universality of law. The Roman Empire divided the continent along the Rhine and Danube for several centuries. Following the decline of the Roman Empire, Europe entered a long period of changes arising from what is known as the Age of Migrations. That period has been known as the "Dark Ages" to Renaissance thinkers. During this time, isolated monastic communities in Ireland and elsewhere carefully safeguarded and compiled written knowledge accumulated previously. The Renaissance and the New Monarchs marked the start of a period of discovery, exploration, and increase in scientific knowledge. In the 15th century Portugal opened the age of discoveries, soon followed by Spain. They were later joined by France, the Netherlands and the United Kingdom in building large colonial empires with vast holdings in Africa, the Americas, and Asia. After the age of discovery, the ideas of democracy took hold in Europe. Struggles for independence arose, most notably in France during the period known as the French Revolution. This led to vast upheaval in Europe as these revolutionary ideas propagated across the continent. The rise of democracy led to increased tensions within Europe on top of the tensions already existing due to competition within the New World. The most famous of these conflicts was when Napoleon Bonaparte rose to power and set out on a conquest, forming a new French empire that soon collapsed. After these conquests Europe stabilised, but the old foundations were already beginning to crumble. The Industrial Revolution started in the United Kingdom in the late 18th century, leading to a move away from agriculture, much greater general prosperity and a corresponding increase in population. Many of the states in Europe took their present form in the aftermath of World War I. From the end of World War II through the end of the Cold War, Europe was divided into two major political and economic blocks: Communist nations in Eastern Europe and capitalist countries in Western Europe. Around 1990, with the fall of the Berlin Wall, the Eastern bloc disintegrated.

Geography and extent

Eastern bloc Geographically Europe is a part of the larger landmass known as Eurasia. The continent begins at the Ural Mountains in Russia, which define Europe's eastern boundary with Asia. The southeast boundary with Asia isn't universally defined. Most commonly the Ural or, alternatively, the Emba river can serve as possible boundaries. The boundary continues with the Caspian Sea, and then the Araxes river in the Caucasus, and on to the Black Sea; the Bosporus, the Sea of Marmara, and the Dardanelles conclude the Asian boundary. The Mediterranean Sea to the south separates Europe from Africa. The western boundary is the Atlantic Ocean, but Iceland, much farther away than the nearest points of Africa and Asia, is also often included in Europe. There is ongoing debate on where the geographical centre of Europe is. At times "Europe" is defined with greater regard to political, economic, and other cultural considerations. This has led to there being several different Europes that are not always identical in size, including or excluding countries according to the definition of Europe used. Almost all European countries are members of the Council of Europe, the exceptions being Belarus, and the Holy See (Vatican City). The idea of the European continent is not held across all cultures. Some non-European geographical texts refer to the continent of Eurasia, or to the European peninsula, given that Europe is not surrounded by sea. In the past concepts such as Christendom were deemed more important. In another usage, Europe is increasingly being used as a short-form for the European Union (EU) and its members, currently consisting of 25 member states. A number of other European countries are negotiating for membership, and several more are expected to begin negotiations in the future (see Enlargement of the European Union).

Physical features

In terms of shape, Europe is a collection of connected peninsulas. The two largest of these are "mainland" Europe and Scandinavia to the north, divided from each other by the Baltic Sea. Three smaller peninsulas (Iberia, Italy and the Balkans) emerge from the southern margin of the mainland into the Mediterranean Sea, which separates Europe from Africa. Eastward, mainland Europe widens much like the mouth of a funnel, until the boundary with Asia is reached at the Ural Mountains. Land relief in Europe shows great variation within relatively small areas. The southern regions, however, are more mountainous, while moving north the terrain descends from the high Alps, Pyrenees and Carpathians, through hilly uplands, into broad, low northern plains, which are vast in the east. This extended lowland is known as the Great European Plain, and at its heart lies the North German Plain. An arc of uplands also exists along the northwestern seaboard, beginning in the western British Isles and continuing along the mountainous, fjord-cut spine of Norway. This description is simplified. Sub-regions such as Iberia and Italy contain their own complex features, as does mainland Europe itself, where the relief contains many plateaus, river valleys and basins that complicate the general trend. Iceland and the British Isles are special cases. The former is a land unto itself in the northern ocean which is counted as part of Europe, while the latter are upland areas that were once joined to the mainland until rising sea levels cut them off. Due to the few generalisations that can be made about the relief of Europe, it is less than surprising that its many separate regions provided homes for many separate nations throughout history.

Biodiversity

Having lived side-by-side with agricultural peoples for millennia, Europe's animals and plants have been profoundly affected by the presence and activities of man. With the exception of Scandinavia and northern Russia, few areas of untouched wilderness are today to be found in Europe, except for different natural parks. The main natural vegetation cover in Europe is forest. The conditions for growth are very favourable. In the north, the Gulf Stream and North Atlantic Drift warm the continent. Southern Europe could be described as having a warm, but mild climate. There are frequent summer droughts in this region. Mountain ridges also affect the conditions. Some of these (Alps, Pyrenees) are oriented east-west and allow the wind to carry large masses of water from the ocean in the interior. Others are oriented south-north (Scandinavian Mountains, Dinarides, Carpathians, Apennines) and because the rain falls primarily on the side of mountains that is oriented towards sea, forests grow well on this side, while on the other side, the conditions are much less favourable. Few corners of mainland Europe have not been grazed by livestock at some point in time, and the cutting down of the pre-agricultural forest habitat caused disruption to the original plant and animal ecosystems. Eighty to ninety per cent of Europe was once covered by forest. It stretched from the Mediterranean Sea to the Arctic Ocean. Though over half of Europe's original forests disappeared through the centuries of colonisation, Europe still has over one quarter of the world's forests - spruce forests of Scandinavia, vast pine forests in Russia, chestnut rainforests of the Caucasus and the cork oak forests in the Mediterranean. During recent times, deforestation has been stopped and many trees were planted. However, in many cases conifers have been preferred over original deciduous trees, because these grow quicker. The plantations and monocultures now cover vast areas of land and this offers very poor habitats for European forest dwelling species. The amount of original forests in Western Europe is just two to three per cent (in the European part of Russia five to ten per cent). The country with the smallest forest-covered area is Ireland (eight per cent), while the most forested country is Finland (72 per cent). In "mainland" Europe, deciduous forest prevails. The most important species are beech, birch and oak. In the north, where taiga grows, a very common tree species is the birch tree. In the Mediterranean, many olive trees have been planted, which are very well adapted to its arid climate. Another common species in Southern Europe is the cypress. Coniferous forests prevail at higher altitudes up to the forest boundary and as one moves north within Russia and Scandinavia, giving way to tundra as the Arctic is approached. The semi-arid Mediterranean region hosts much scrub forest. A narrow east-west tongue of Eurasian grassland—the steppe—extends eastwards from Ukraine and southern Russia and ends in Hungary and traverses into taiga to the north. Glaciation during the most recent ice age and the presence of man affected the distribution of European fauna. As for the animals, in many parts of Europe most large animals and top predator species have been hunted to extinction. The woolly mammoth and aurochs were extinct before the end of the Neolithic period. Today wolves (carnivores) and bears (omnivores) are endangered. Once they were found in most parts of Europe. However, deforestation caused these animals to withdraw further and further. By the Middle Ages the bears' habitats were limited to more or less inaccessible mountains with sufficient forest cover. Today, the brown bear lives primarily in the Balkan peninsula, in the North and in Russia; a small number also persist in other countries across Europe (Austria, Pyrenees etc.), but in these areas brown bear populations are fragmented and marginalised because of the destruction of their habitat. In the far North of Europe, polar bears can also be found. The wolf, the second largest predator in Europe after the brown bear, can be found primarily in Eastern Europe and in the Balkans. Other important European carnivores are Eurasian lynx, European wild cat, foxes (especially the red fox), jackal and different species of martens, hedgehogs, different species of snakes (vipers, grass snake...), different birds (owls, hawks and other birds of prey) Important European herbivores are snails, amphibians, fish, different birds, and mammals, like rodents, deers and roe deers, boars, and living in the mountains, marmots, steinbocks, chamoises among others. Sea creatures are also an important part of European flora and fauna. The sea flora is mainly phytoplankton. Important animals that live in European seas are zooplankton, molluscs, echinoderms, different crayfish, squids and octopuses, fish, dolphins, and whales. Some animals live in caves, for example proteus and bats.

Demographics

Almost all of Europe was possibly settled before or during the last ice age ca. 10,000 years ago. Neanderthal man and modern man coexisted during at least some of this time. Roman road building helped with the interbreeding of the native Europeans' genetics. In contemporary times Europe has one of the lowest inbreeding rates in the world because of an extensive transport network paired with open borders. Europe passed well over 600 million people before the turn of the 20th century, but now is entering a period of population decline, for a variety of social factors.

Linguistic and cultural regions

The sub-division in several linguistic and cultural regions is much less subjective than the geographical sub-division, since they correspond to people's cultural connections. There are three main groups:

Germanic Europe

Germanic Europe, where Germanic languages are spoken. This area corresponds more or less to north-western Europe and some parts of central Europe. The main religion of the region is Protestantism, even if there are also some countries with Catholic majority (particularly Austria). This region consists of: United Kingdom, Ireland, Iceland, Germany, Austria, Netherlands, Denmark, Sweden, Norway, Luxembourg, Liechtenstein, the Faroe Islands, German-speaking Switzerland, the Flemish part of Belgium, the Swedish-speaking municipalities of Finland, and the South Tyrol part of Italy.

Latin Europe

Latin Europe, where the Romance languages are spoken. This area corresponds more or less to south-western Europe, with the exception of Romania and Moldova which are situated in Eastern Europe. The major religion is Catholicism, except in Romania and Moldova. This area consists of: Italy, Spain, Portugal, France, Romania, Moldova, French-speaking Belgium and French speaking Switzerland, and Italian and Romansh speaking Switzerland as well.

Slavic Europe

Slavic Europe, where Slavic languages are spoken. This area corresponds, more or less, to Central and Eastern Europe. The main religions are Orthodox Christianity and Catholicism, with large Muslim populations in some parts formerly ruled by the Ottoman Empire. This area consists of: Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, the Republic of Macedonia, Poland, Russia, Serbia and Montenegro, Slovakia, Slovenia and Ukraine.

Others

Outside of these three main groups we can find:
- The Celtic nations: Scotland, Wales, Northern Ireland, Cornwall (within the United Kingdom); the Isle of Man (a British Crown dependency); the Republic of Ireland; Brittany (within France). These are all nations where a Celtic language is spoken, or was spoken into modern times, and there is a degree of shared culture (see Pan Celticism). Also considered Celtic nations, by some, are both Galicia (Spain) and Asturias, (within Spain), whose own Celtic language died out several hundred years ago.
- Greece, the only country of "Hellenic Europe".In Hellenic Europe we can consider also the Greek Cypriot community It is sometimes associated with the Latin countries, due to the geographical and cultural ties to the Mediterranean Sea, and sometimes to the Slavic-Orthodox part of Europe due to the importance or Orthodoxy in Greece.
- Armenia has a language that constitutes a separate branch of Indo-European family of languages. The Armenian language is spoken in Armenia and other European countries with Armenian communities (such as France, Greece, Belgium, Russia, Germany etc.).
- Ibero-Caucasian, a group that includes ethnic groups throughout the Caucasus region (both North and South). Ibero-Caucasian languages are not linked to the Indo-European languages. This group includes Georgians, Abkhaz, Chechens, Balkars, and a number of other smaller ethnic groups that reside in the Caucasus.
- Turkey, having an Altaic language not of Indo-European origin, and mainly a Muslim country, unlike the main regions' different versions of Christianity.
- Hungary, having a language related to Finnish and Estonian. Due to its location Hungary is normally grouped with Central or Eastern European countries.
- Finland and Estonia, whose languages are related to Hungarian. Despite this connection (not a close one), Finland and Estonia are normally associated with northern European countries (of an even farther connection).

Autonomy

Autonomy is the condition of something that does not depend on anything else.
- In politics, a self-governing city or region, e.g. Kurdistan, Kosovo or Hong Kong SAR (not necessarily as a result of formal secession), is autonomous. Autonomy is usually a pre-requisite to separation or secession, however, autonomy does not necessarily lead to separation. Autonomy is not independence.
- In Eastern Christianity, autonomy is the status of a hierarchical church whose head bishop is appointed by a higher-ranking bishop, often a patriarch, who has no other authority over the autonomous church. This status is one step short of autocephaly.
- In computing, an autonomous peripheral is one that can be used with the computer turned off. For example, some multifunction printer/copier/fax units can still make copies and send faxes without the computer being turned on.
- Autonomy Systems is a company and its computer software package which performs pattern recognition using a Bayesian algorithm.
- Within self-determination theory in psychology, autonomy refers to 'autonomy support versus control', "hypothesizing that autonomy-supportive social contexts tend to facilitate self-determined motivation, healthy development, and optimal functioning."
- In education but specifically when considering the learning process, autonomy has to do with the learner. Learner autonomy is viewed as an individual awareness of one's potentials and strategies to take better advantage of one's learning context.
- In mathematical analysis, an autonomous ordinary differential equation is one that is independent of time.

State

A state is an organized political community occupying a definite territory, having an organized government, and possessing internal and external sovereignty. Recognition of the state's claim to independence by other states, enabling it to enter into international agreements, is often important to the establishment of its statehood, although some theories do not make this a requirement - for instance, the Montevideo Convention. The "state" can also be defined in terms of domestic conditions, specifically, as conceptualized by Max Weber, "a state is a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory." Introduction

The word "state" in contemporary parlance often means the "Westphalian state", in reference to the Peace of Westphalia of 1648. In this sense, the modern state is an entity that enjoys extensive autonomy in its domestic economic and social policy, largely free from interference from other states and powers. A number of modern commentators have claimed that we are experiencing the decline of the Westphalian state as the principal actor of the international system, pointing to economic, cultural, political, and technological changes in the world, such as globalization and the emergence of regional and supernational groupings such as the European Union. The term "state" is also used to describe subnational territorial divisions within a federal system, as in the case of the United States of America. See state (law) and state (non-sovereign). In common speech, the terms country, nation and state are casually used as synonyms, but in a more strict usage they are distinguished:
- country is the geographical area.
- nation designates a people (however, national and international both confusingly refer as well to matters pertaining to what are strictly states, as in "national capital", "international law").
- state refers to the government, and an entity in international law. Currently, the entire land surface of the Earth is divided among the territories of the roughly two hundred states now existing, with the special case of Antarctica, a variety of disputed territories, and a number of areas where state power exists in theory, but not in practice (the most significant of these being Somalia and Iraq).

Etymology

The word "state" originates from the medieval state or throne upon which the head of state (usually a monarch) would sit. By process of metonymy, the word state became used to refer to both the head of state and the power entity he represented (though the former meaning has fallen out of use). A similar association of terms can today be seen in the practice of referring to government buildings as having authority, for example "The White House today released a press statement..."

Formation of the state

The birth of the state, in the broadest sense of the word, coincides with the rise of civilization. For most of the existence of the human species, people lived as nomadic hunter-gatherers. That lifestyle began to change with the invention of agriculture around the 9th millennium BC. The practice of agriculture made it necessary for human beings to build permanent settlements and spend most of their lives in close proximity to the land they cultivated. Thus, control over land became an issue for the first time. To express that control, various forms of property rights developed, with people claiming different kinds of rights over various areas of land. Disagreements over the nature and extent of such claims of ownership degenerated into violence and the first "wars". In some parts of the world, notably Mesopotamia and the Nile valley, natural conditions favoured the concentration of land ownership in few hands. Eventually, a small group of people found themselves owning the land on which many other people worked for a living. This control over the land meant control over the people whose livelihoods depended on the land; thus, the first primitive states arose. These states were usually despotic and unstable, with the ruler(s) holding absolute power over their subjects until some other ruler(s) displaced them. Since there were no laws and no infrastructure, and since power was exercised arbitrarily, some political theorists and historians do not consider such early forms of despotic rule to have been states in the proper sense of the word; they are sometimes called proto-states. One of the earliest known sets of laws, the Code of Hammurabi, has been dated to ca. 1700 BC. It was around this time that the concept of law - one of the foundations of the modern state - began to appear. But the rulers of the Ancient Near East had a long tradition of holding absolute power and claiming the status of god-kings (see hydraulic despotism). Thus, laws limiting the power of monarchs did not develop very far in that region. The city-states of Ancient Greece were the first to establish states whose powers were clearly defined in laws (even if the laws themselves could usually be changed quite easily). Also, notably, the idea of democracy was born in ancient Athens (see Athenian democracy). Many institutions of the modern state (especially in Western Europe and areas once dominated by Western-European empires) can trace their origins back to Ancient Rome, which inherited the political traditions of the Greeks and developed them further (particularly the rule of law, albeit in incomplete form). However, the Roman Republic gave way to the Roman Empire - which, in turn, created the concept of universal empire: the idea that the entire world was (or should be) under the authority of one single legitimate state. The fall of the Roman Empire and the Great Migrations changed the character of European politics. The "barbarian" (i.e., non-Roman) kingdoms and chieftains that followed the Roman Empire were ephemeral and transitory and bore little resemblance to the modern state. Even the kingdom of Charlemagne was fleeting; without the tradition of primogeniture, it dissolved into three smaller kingdoms with the Treaty of Verdun in 843. These kingdoms were treated more as land holdings by the royalty that ruled them. Once again, the state became little more than an expression of the ruler's private ownership of a certain area of land. The lack of a real successor to the Roman Empire in Western Europe created a power vacuum. The kingdoms of Western Europe were besieged by invaders on the frontiers - first, the Muslim invasions from the south, then a series of new migrations from the east and finally the Viking invasions from the north. At the same time, the various kingdoms (and smaller political units) were often involved in wars with each other over territory and succession. The solution that evolved out of these affairs was decidedly opposed to the system of independent states and temporary alliances that dominate the modern international system. Religion, which had rarely been a factor in the power calculations of Ancient Greece and the Roman Empire, became the cornerstone of an extremely loose pan-European defensive bloc under the aegis of the Catholic Church. This system produced an extensive framework of institutions - sometimes called "feudalism" - that regulated internal conflict and enabled Western Europe to confront exterior threats, even while no individual secular entity was truly independent in the sense of the modern state. This system asserted itself abroad in the form of the Crusades as the Middle Ages progressed. In 1302, Pope Boniface VIII stated that the political powers of Christendom exercised their prerogatives "at the command and sufferance of the priest." This limited the power of kings, who were obliged to pledge their ultimate allegiance to the Pope. The Holy Roman Empire, one of the strongest medieval authorities, emerged as a competitor to Papal power under Holy Roman Emperor Frederick Barbarossa, who invaded Italy to press his claims to secular authority in the mid-12th century. The weakening of the papacy was a major theme of the Middle Ages; the Western Schism in the later 14th century, a dispute over papal succession, was exploited by secular authorities and contributed to their growing power. The emergence of large, stable land holdings by single dynasties - for instance, France and Castile - enabled them to take a more active and independent role than their traditionally subsidiary role in the earlier middle ages. This shift to more independent, more secular actors would become a major point of controversy in Early Modern Europe. The great dynasties of Europe dramatically consolidated power by the beginning of the 16th century; additionally, the external threats to Europe had considerably lessened. The Reformation was to have a powerful impact on the structure of European politics; the dispute was not only theological, but also threatened the very fabric of the ancient political institutions of feudalism. The bloody conflicts that followed, blending the religious and political, pitted those who asserted the authority of the Pope (and in Germany, the Holy Roman Emperor) against those who asserted the authority of secular authorities and their sovereign ability to make internal policy, particularly when that policy reflected religious affiliation, Roman Catholic or Protestant. These conflicts culminated in the Thirty Years' War of the 17th century. In 1648, the powers of Europe signed the Treaty of Westphalia which ended the religious violence for purely political motives and the Church was stripped of temporal power - even though religion continued to play a political role as the foundation of the divine right of kings. The principle of "cuius regio, eius religio" established at Westphalia and previously in the Peace of Augsburg set a precedent of noninterference in other states' internal affairs that was key in the evolution of the modern state. In Germany, the office of the Holy Roman Emperor, the most prominent symbol of lingering institutions of feudalism, was emasculated as a secular authority in favor of the constituent elements of the Holy Roman Empire. The modern state was born. The state continued to develop as monarchs brought nobles and free towns into line and amassed spectacular resources and prestige. The growing numbers of civil servants eventually became known as the bureaucracy after the elevation of the Republican ideal. Nearly a century and a half after the Peace of Westphalia, the state became fully modern through the French Revolution. Claiming 'national will' as its justification, Napoleon and the Grande Armee of France swept over Europe. In response, conquered and neighboring principalities discarded their old systems and adopted the new model of the nation state. The nation state has remained the dominant political entity all over the world ever since, even though the many ideologies of the 19th and 20th century have created numerous different ways of running the affairs of nation states, as well as numerous different forms of internal and external organization (see political system and economic system).

International point of view

The legal criteria for statehood are not obvious. A document that is often quoted on the matter is the Montevideo Convention from 1933, the first article of which states: :The state as a person of international law should possess the following qualifications: (a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states. Also, in article 3 it very clearly states that statehood is independent of recognition by other states. This is the declarative theory of statehood. While the Montevideo is a regional American convention and has no legal effect outside the Americas, some have nonetheless seen it as an accurate statement of customary international law. On the other hand, article 3 of the convention is attacked by the advocates of the constitutive theory of statehood, where a state exists only insofar as it is recognized by other states. Which theory is correct is a controversial issue in international law. An example in practice was the collapse of central government in Somalia in the early 1990s: the Montevideo convention would imply that the state of Somalia no longer existed, and the subsequently declared republic of Somaliland (comprising part of the so-called "former" Somalia) may meet the criteria for statehood. However the self-declared republic has not achieved recognition by other states. Article 1 of the convention is also attacked by those who claim that it fails to take into account the complicated situations of military occupation, territorial cession, and governments in exile. The domestic point of view

Looked at from the point of view of an individual nation, the state is a centralized organization of the whole country. Those studying this dimension emphasize the relationship between the state and its people. The English political philosopher Thomas Hobbes argued that in order to avoid a multi-sided civil war, in which life was "solitary, poor, nasty, brutish, and short", individuals must necessarily surrender many of their "natural rights" -- including that of attacking each other -- to the "Leviathan", a unified and centralized state. In this tradition, Max Weber and Norbert Elias defined the state as an organization of people that has a monopoly on the legitimate use of force in a particular geographic area. Also in this tradition, the state differs from the "government": the latter refers to the group of people who make decisions for the state. For Weber, this was an "ideal type", or model, or pure case of the state. Many institutions that have been called "states" do not live up to this definition. For example, in countries such as Afghanistan and the Democratic Republic of the Congo, the central state has so far not succeeded in monopolizing the legitimate use of force, and must compete with various local warlords. These cases are sometimes called "failed states". One of the most basic characteristics of a modern state is regulation of property rights, investment, trade and the commodity markets (in food, fuel, etc.) typically using its own currency. Although many states (by their own decision) increasingly cede these powers to trade bloc entities, e.g. North American Free Trade Agreement, European Union, it is always controversial to do so, and opens the question of whether these blocs are in fact simply larger states. The study of political economy, which evolved into the modern study of economics, deals with these specific questions in more detail. However, although states are often influenced in their decisions and no longer hold an absolute jurisdiction over their internal affairs, they are nonetheless much stronger in relation to international organizations or to other states than lower (substate) political subdivisions normally are. But the trend at the moment is for the power of superstate levels of governance to increase, and there is no sign of this increase abating. Many (especially those who favour constitutional theories of international law) therefore reject as outdated the idea of sovereignty, and view the state as just the chief political subdivision of the planet.

Philosophies of the state

Different political philosophies have distinct opinions concerning the state as a domestic organization. In the modern era, these philosophies emerged with the rise of capitalism, which coincided with the (re)emergence of the state as a separate and centralized sector of society. Philosophers such as Thomas Hobbes, John Locke, and Jean-Jacques Rousseau pondered issues concerning the ideal and actual roles of the state. Recent philosophers like John Rawls and Robert Nozick were more concerned with distributive justice and the morality of exercising political power. There are four theories about the origin (and indirectly the justification) of the state. They are:
- Supernatural or natural authority - In this view, the state is either ordained by a higher power (such as God for the "Divine right of kings") or arises naturally out of a presumed human need for order and authority.
- Natural rights - According to this theory, human beings have certain rights that are "natural" (the implications of this word may vary), and establish states for the protection of those rights.
- Social contract - This idea holds that the state is established by the people (i.e. through the consent of the governed) in order to provide for various collective needs that cannot be satisfied through individual efforts, such as national defense, public roads, education, "the general welfare", etc.
- Conflict - Perhaps the simplest of the theories, it holds that the state did not arise out of any conscious decision, but merely as the result of violent conflict. Various groups of people fought each other for control over land or other resources, and the winning side imposed its domination on the losing side. These four theories can accommodate the full spectrum of political views. In practice, most people (and most political philosophies) subscribe to a combination of two or more of the above theories - arguing, for example, that different states have different origins. The conflict theory, in particular, is often combined with one of the other three in order to separate the illegitimate states (those created through conflict and subjugation) from the legitimate ones. There are at least five major philosophies of the state today, the last four of which correspond to specific political ideologies: contractarianism, liberalism, Marxism, conservatism, and anarchism. Contractarianism, as the name implies, is based on the social contract theory. It is also the only major philosophy of the state that does not fall within any single political ideology - perhaps because several different ideologies have adopted it as their own. Contractarianism is the foundation of modern democracy, as well as most forms of socialism and some types of liberalism. In contractarian thinking, the state should express the public interest, the interests of the whole society, and reconcile it with the separate interests of individuals. The state provides public goods and other kinds of collective consumption, while preventing individuals from free-riding (taking advantage of collective consumption without paying) by forcing them to pay taxes. Liberalism, in the classical sense, is based mainly on the natural rights theory. In this view, some or even all "rights" exist naturally and are not created by the state. For example, John Locke believed that individual property rights existed prior to the creation of the state, while the state's main job should be to preserve those rights. Historically, liberals have been less concerned with determining what the state should do and far more interested in stipulating what the state shouldn't do. The liberal philosophy of the state holds that the powers of any state are restricted by natural rights that exist independently of the human mind and overrule any social contract. However, there has been considerable debate among liberals as to what these natural rights actually are. Critics argue that they do not exist at all, since they are not evident from any observations of nature. On the other hand, there are also liberals who subscribe to the contractarian theory. In most cases, they fall on the left wing of liberalism, being social liberals ("New Deal" liberals; see American liberalism) and arguing for a welfare state. They stand in opposition to adherents of the natural rights theory, who tend to be libertarians, falling on the right wing of liberalism and arguing for a "minimal" state. The Marxist philosophy of the state is based on the conflict theory - specifically, on the idea of class conflict. In this view, the primary role of the state in practice is to enforce the existing system of unequal property and personal rights, class domination, and exploitation. The state also mediates in all types of social conflicts, and supplies necessary social-infrastructural conditions for society as a whole. Under such systems as feudalism, the lords used their own military force to exploit their vassals. Under capitalism, on the other hand, the use of force is centralized in a specialized organization which protects the capitalists' class monopoly of ownership of the means of production, allowing the exploitation of those without such ownership. In modern Marxian theory, such class domination can coincide with other forms of domination (such as patriarchy and ethnic hierarchies). Further, in Marxist theory, classes and other forms of exploitation should be abolished by establishing a socialist system, to be followed later by a communist one. Communism, the final goal, is a classless, propertyless and stateless society; however, socialism still preserves personal property and a (democratic) state. Thus, Marxism is opposed to the state (which it views as illegitimate, in accordance with the conflict theory), but does not wish to abolish the state immediately. As such, there is some overlap between Marxism and contractarianism: the socialist state that Marxists wish to establish as their short-term goal is to be based on a form of social contract. This state ought subsequently to slowly "wither away" as the representative democracy of socialism gradually transforms into the direct democracy of communism. Once the process is complete, the communist social order has been achieved and the state no longer exists as an entity separate from the people. In conservative thinking, which is based on the theory of (super)natural authority, the existing structure of traditions and hierarchies (of class, patriarchy, ethnic dominance, etc.) is seen as benefiting society overall. Thus, in a way, conservatives accept some ideas from both the Marxist and the liberal schools of thought, but view them in a different light: the state forces people to accept class and other kinds of domination, but this is seen as being for their own good. This perspective posits that, in general, current traditions only exist because they have been demonstrably successful in the past. Further, as with the liberals, the state is seen as always existing and/or "natural". Many conservatives, especially in recent decades, have come out in favor of the liberal theory of natural rights. Finally, in anarchist thinking, the state is nothing but an unnecessary and exploitative segment of society. Totally rejecting the Hobbesian notion that only a state can prevent chaos, anarchists argue that the state's monopoly of violence creates chaos. They believe that if the state and its restrictions on individual freedom were abolished, people could figure out how to work together peacefully and individual creativity would be unleashed. Contrary to the Marxist perspective, the anarchists see the state as an unnecessary evil, rather than a tool to be used in the class struggle.

Belgium

The Kingdom of Belgium (Dutch: Koninkrijk België; French: Royaume de Belgique; German: Königreich Belgien) is a country in northwest Europe bordered by the Netherlands, Germany, Luxembourg and France. Belgium has a population of over ten million people in an area of thirty thousand square kilometres. Straddling the cultural boundary between Germanic and Romance Europe, it is both linguistically and culturally divided. Two major languages are spoken in Belgium: Dutch—sometimes unofficially called Flemish—spoken in Flanders to the north; and French, spoken in Wallonia in the south. The capital, Brussels, is officially bilingual. In addition to the two, an officially recognized minority of German speakers is present in the east. This linguistic diversity often leads to political conflict, and is reflected in Belgium's complex system of government and political history. Belgium derives its name from its first named inhabitants, the Belgae, a group of mostly Celtic tribes, and from the Roman province in northern Gaul, known as Gallia Belgica. Historically, Belgium has been a part of the Low Countries, which also includes the Netherlands and Luxembourg. From the end of the Middle Ages until the seventeenth century, it was a prosperous center of commerce and culture. From the sixteenth century until independence in 1830, Belgium, called at that time the Southern Netherlands, was the site of many battles between the European powers, and has been dubbed "the Cockpit of Europe." More recently, Belgium was a founding member of the European Union, hosting its headquarters, as well as those of other major international organisations, such as NATO.

History

Over the past two millennia, the area that is now known as Belgium has seen significant demographic, political and cultural upheavals. The first well-documented population move was the conquest of the region by the Roman Republic in the 1st century BC, followed in the 5th century by the Germanic Franks. The Franks established the Merovingian kingdom, which became the Carolingian Empire in the 8th century. During the Middle Ages, the Low Countries were split into many small feudal states. Most of them were united in the course of the 14th and 15th centuries by the house of Burgundy as the Burgundian Netherlands. These states gained a degree of autonomy in the 15th century and were thereafter named the Seventeen Provinces. The history of Belgium can be distinguished from that of the Low Countries from the 16th century. A civil war, the Eighty Years' War (1568–1648), divided the Seventeen Provinces into the United Provinces in the north and the Southern Netherlands in the south. The southern provinces were ruled successively by the Spanish and the Austrian Habsburgs. Until independence, the Southern Netherlands were sought after by numerous French conquerors and were the theatre of most Franco-Spanish and Franco-Austrian wars during the 17th and 18th centuries. Following the Campaigns of 1794 in the French Revolutionary Wars, the Low Countries—including territories that were never under Habsburg rule, such the Bishopric of Liège—were overrun by France, ending Spanish-Austrian rule in the region. The reunification of the Low Countries as the United Kingdom of the Netherlands occurred at the end of the French Empire in 1815. The 1830 Belgian Revolution led to the establishment of an independent, Catholic and neutral Belgium under a provisional government. Since the installation of Leopold I as king in 1831, Belgium has been a constitutional monarchy and parliamentary democracy. Between independence and World War II, the democratic system evolved from an oligarchy characterised by two main parties, the Catholics and the Liberals, to a universal suffrage system that has included a third party, the Belgian Labour Party, and a strong role for the trade unions. Originally, French, which was the adopted language of the nobility and the bourgeoisie was the official language. The country has since developed a bilingual Dutch-French system. The Berlin Conference of 1885 agreed to hand over Congo to King Leopold II as his private possession, called the Congo Free State. In 1908, it was ceded to Belgium as a colony, henceforth called the Belgian Congo. Belgium's neutrality was violated in 1914, when Germany invaded Belgium as part of the Schlieffen Plan. The former German colonies Ruanda-Urundi—now called Rwanda and Burundi—were occupied by the Belgian Congo in 1916. They were mandated in 1924 to Belgium by the League of Nations. Belgium was again invaded by Germany in 1940 during the blitzkrieg offensive. The Belgian Congo gained its independence on 30 July 1960 during the Congo Crisis, and Ruanda-Urundi became independent in 1962. After World War II, Belgium joined NATO and, together with the Netherlands and Luxembourg, formed the Benelux group of nations. Belgium was also one of the founding members of the European Economic Community. Belgium hosts the headquarters of NATO and a major part of the European Union's institutions and administrations, including the European Commission, the Council of the European Union and most of the sessions of the European Parliament. During the 20th century, and in particular since World War II, the history of Belgium has been increasingly dominated by the autonomy of its two main language communities. This period saw a rise in intercommunal tensions, and the unity of the Belgian state has come under scrutiny. Through constitutional reforms in the 1970s and 1980s, regionalisation of the unitary state had led to the establishment of a three-tiered system of federal, linguistic-community and regional governments, a compromise designed to minimise linguistic tensions.

Politics

federal Belgium is a constitutional popular monarchy and parliamentary democracy that evolved after World War II from a unitary state to a federation. The bicameral parliament is composed of a Senate and a Chamber of Representatives. The former is a mix of directly elected senior politicians and representatives of the communities and regions; while the latter represents all Belgians over the age of eighteen in a proportional voting system. Belgium is one of the few countries that has compulsory voting, thus having one of the highest rates of voter turnout in the world. The federal government, formally nominated by the king, must have the confidence of the Chamber of Representatives. It is led by the Prime Minister. The numbers of Dutch- and French-speaking ministers are equal as prescribed by the Constitution. The King or Queen is the head of state, though he has limited prerogatives. Actual power is vested in the Prime Minister and the different governments, who govern the country. The judicial system is based on civil law and originates from the Napoleonic code. The Court of Appeals is one level below the Court of Cassation, an institution based on the French Court of Cassation. Belgium's political institutions are complex; most political power is organised around the need to represent the main language communities. Since around 1970, the significant national Belgian political parties has split into distinct components that mainly represent the interests of these communities. The major parties in each community belong to three main political families: the right-wing Liberals, the centrist
